About the DBE Certification Service.

What is the difference between DBE and MBE?
MBE: minority status only, used for corporate supplier diversity and state contracts. DBE: socially AND economically disadvantaged, specifically for DOT-funded federal projects. Different programs, different cert bodies, different uses.
Do I have to certify in every state I work?
Yes, generally. Each state's UCP issues DBE certification for federal-funded contracts in that state. Some states have reciprocity agreements (your home state UCP can be honored elsewhere); we identify which reciprocity applies to you.
How long does DBE certification take?
90-180 days for most state UCPs. State UCPs vary significantly in queue length. Some states (CA, NY, FL) take longer due to volume; smaller states are faster.
Who is presumed socially disadvantaged?
Black Americans, Hispanic Americans, Asian Pacific Americans, Subcontinent Asian Americans, Native Americans, women, and disabled veterans. All other applicants must show social disadvantage by preponderance of evidence.
What is the personal net worth cap?
$1.32M, excluding the business and the owner's primary residence. Personal net worth above this cap disqualifies the owner from economic disadvantage. We help structure ownership to meet the cap if borderline.
What if my business operates in multiple states?
