WOSB + EDWOSB · 5% federal target

Get certified as a Women-Owned Small Business. $30B+ in federal contracts annually.

WOSB (Women-Owned Small Business) and EDWOSB (Economically Disadvantaged WOSB) certifications let women-owned firms compete for federal set-aside contracts. The federal target is 5% of contract dollars to WOSB. As of 2020, SBA requires WOSB firms to be formally certified through certify.SBA.gov (self-certification was eliminated). We handle the application: ownership documentation, control verification, EDWOSB economic disadvantage analysis if applicable.

How it works

How we handle WOSB Certification, end-to-end.

WOSB (Women-Owned Small Business) and EDWOSB (Economically Disadvantaged WOSB) certifications let women-owned firms compete for federal set-aside contracts.

1

Ownership verification

We verify 51%+ unconditional and direct ownership by US women citizens. Documentation includes formation documents, operating agreement or bylaws, and member or shareholder records.

2

Control verification

Women owners must control management and daily operations. We document signing authority, day-to-day decisions, and absence of male-controlled veto rights. The control test is often where applications fail.

3

Small business size confirmation

Must qualify as small under the SBA size standard for your primary NAICS code. We confirm based on 3-year average revenue (services) or employee count (manufacturing).

4

EDWOSB economic disadvantage (if applying)

Optional EDWOSB tier requires personal net worth under $850K, adjusted gross income under $400K (3-year average), and total assets under $6.5M. We prepare the documentation if EDWOSB is appropriate.

FAQ

About the WOSB / EDWOSB Certification Service.

Do I need to be SBA-certified?
Yes since 2020. Self-certification was eliminated; WOSB firms must be SBA-certified through certify.SBA.gov to compete for WOSB set-asides. Old self-certifications are no longer valid.
What is the difference between WOSB and EDWOSB?
WOSB requires 51%+ women ownership and control. EDWOSB adds economic disadvantage (personal net worth under $850K, AGI under $400K, total assets under $6.5M). EDWOSB qualifies for sole-source contracts up to $4.5M; WOSB does not.
What about community-property states?
Joint ownership counts only if the woman has unilateral control of her ownership interest. In community-property states, the woman must show she controls the business in fact (not just nominally). The control test often turns on this.
What is the WOSB set-aside?
Federal target is 5% of contract dollars to WOSB. Each agency identifies WOSB set-asides in solicitations: only WOSB-certified firms can bid. Set-asides are most common in underrepresented NAICS codes where women-owned firms have low penetration.
Can I be WOSB and 8(a) at the same time?
Yes if you qualify for both. Many women business owners qualify for WOSB plus 8(a) (which requires social and economic disadvantage). Each is a separate application and certification.
How long does WOSB take?
30-90 days from submission. SBA processes applications faster than some other set-asides. Incomplete documentation extends the timeline; we minimize by submitting complete the first time.
