Government Contracting

Build the past performance file your federal proposals need.

Most federal contract proposals require a Past Performance Information Retrieval System (PPIRS) record showing prior similar work. Without past performance records, your proposal scores poorly even when your pricing is competitive. We help small businesses, new entrants, and 8(a) firms build a structured past performance file from your existing work, including subcontractor performance, commercial contracts, and reference architecture.

How it works

How we handle this, end-to-end.

1

Contract inventory

We review your last 3-5 years of contracts (federal subcontracts, prime contracts, commercial contracts above $50K). We identify which qualify as past performance records and which scope/dollar/relevance tier each falls into.

2

Reference outreach

We contact your customer points of contact, brief them on what we need, and prepare them for the official Contractor Performance Assessment that the contracting agency will run.

3

Record drafting

We draft each past performance record in CPARS-aligned format: contract title, dollar value, relevant scope, dates of performance, role (prime or sub), and quantitative outcomes. Three quality ratings per record.

4

Proposal-ready file

Final past performance file delivered as a single Volume III package ready to paste into your federal proposal. Each record formatted to RFP requirements (page count, format, citations).

FAQ

About Past Performance Records.

What is past performance and why does it matter?
Past performance is your contracting history with similar work. Federal agencies are required to consider past performance in most proposal evaluations under FAR 15.305. Without past performance records, your technical proposal alone rarely wins.
I have never done federal work. Can I still build past performance?
Yes. Commercial contracts, subcontracts on federal primes, and completed projects (even non-federal) all count. The key is showing relevance: same scope, similar dollar value, comparable complexity. We help translate your commercial work into federal-relevant terms.
What is CPARS?
CPARS is the Contractor Performance Assessment Reporting System. It is the federal government's system of record for performance ratings. After each federal contract performance period, the contracting officer rates you on quality, schedule, cost control, management, and small business participation. CPARS records persist for 7 years and are pulled into every future proposal evaluation.
How many past performance records do I need?
Most RFPs require 3-5 records of similar scope and dollar value. Some require records within the last 3 years; others extend to 5-6 years. We typically build a 3-5 record file that satisfies most SB-set-aside RFP requirements.
Can you dispute a bad CPARS rating?
Yes. CPARS ratings can be disputed if the assessment is factually inaccurate. Our Enterprise tier includes CPARS dispute support, including the formal Contracting Officer response and (if needed) the Agency Past Performance Information Retrieval System (PPIRS) review.
